Introduction

In order to get time on first-class overseas telescopes, individuals may write a proposal listing the Principal Investigator (PI) and co-workers, and including the science to be done, the rationale, etc.

All such telescope time proposals get ranked eventually by a national Time Allocation Committee (TAC) set up for that telescope. At the meeting when the final ranking is arrived at, the committee may wish to set aside some time for each committee member to sit at a computer terminal and compose a response or feedback report for some of the proposals.

For P proposals and N members, each member writes P/N feedbacks at a writing rate of a half-hour each. This amounts to a parallel writing session, lasting 4h or so for N=8 and P=60.

In due course the feedback will eventually be sent to the proposal's PI. Before going out to the PI, the question arises as to whether this feedback should be edited, and if so who shall edit it.

Introduction

Pour obtenir du temps sur un grand télescope outremer, un individu doit écrire une demande de temps, énumérant le chercheur principal (PI) et les co-équipiers, les arguments scientifiques, etc.

Toutes ces demandes de temps seront éventuellement gradées par un comité national d'allocation de temps (TAC) pour chaque télescope. À une réunion d'évaluation finale, le comité peut, s'il le désire, se séparer temporairement pour que chaque membre aille écrire à l'ordinateur et composer une réponse (feedback) pour plusiers des demandes.

Pour P demandes de temps et N membres, chaque membre écrira P/N réponses au rythme de 30 minutes pour chacune. Cette session se fait en parallèle avec les autres membres, durant 4h environ pour N=8 et P=60.

Ces réponses seront éventuellement envoyées aux PI des demandes de temps. Avant d'être envoyées, on peut se demander si ces réponses seront éditées, et si oui par qui.

Why edit a rough draft ?

To be helpful, the feedback is edited to emphasize the positive side, and a constructive approach with scientific comments and technical points.

At its minimum, editing the feedbacks takes the form of watching for the punctuation, grammar, a very long sentence, and Canadian style. Editing of the feedbacks includes watching for: -wrong terminology such as "CTAC Awards 1 night for ..." (to be replaced with "CTAC recommends to the Director 1 night for..."); -emotive words like "CTAC sadly notes", "CTAC was furious", "CTAC could not fathom why" (to be replaced with "CTAC was concerned"), -poor choice of words (better words will be substituted), etc.

Pourquoi éditer ?

Pour être utile, le rapport est édité pour lui donner une emphase positive, une approche constructrice avec des commentaires scientifiques et des points techniques.

Au minimum, l'édition vérifie la ponctuation, grammaire, style et longueur, ainsi que: -mauvaise terminologie (le CTAC ne donne pas 5 nuits, mais recommende au Directeur 5 nuits), -mots trop émotifs, genre 'tristement', 'furieusement', 'ne peut pas plomber pourquoi' (à remplacer par "le TAC est préoccupé par...); -mauvais choix de mots (meilleur choix à substituer), etc.

The Chair as single editor (SE)

In the case of the Canadian TAC for Gemini and CFHT, the typing is done at home, after the meeting, and the member sends the feedback reports to the CTAC Chair, for usual editing before going onward to the proposal PI.

Dans le cas du TAC canadien pour Gemini et TCFH, le texte est tapé à la maison après la réunion, et le texte est envoyé au Président du TAC pour son édition habituelle avant d'être envoyé au PI.

The Group as editor (GE)

In the case of the Canadian TAC for JCMT, the meeting breaks temporarily while individual members go type on the computer the feedbacks for an equal number of proposals. Then, the meeting reconvenes, the feedbacks are projected on a large wall, and the whole group edits the feedbacks verbally, while one member inserts the corrections live in the computer.

At the meeting place, the actual editing by the whole group often proceeds at a rate of about 5 minutes for each telescope proposal. This takes P x 5min in total, giving a group editing session lasting 5h or so for P=60.

At best, GE will hardly touch an initially finely written feedback, and will offer little or no suggestion to enhance it. Seasoned, sensitive astronomers often write like that. At worst, GE will rewrite most of a coarsely written initial feedback, and implement all useful suggestions by members towards clarity (see APPENDIX).

Pour le TAC canadien du TJCM, on fait un bref arrêt de la réunion pendant que les membres individuels vont taper à l'ordinateur un nombre à peu près égal de rapports. Après, la rénion se continue, les rapports sont projetés sur un grand mur, et le groupe édite chaque rapport pendant qu'un membre insère les corrections à l'ordinateur.

À la réunion, l'édition par le groupe avance au rythme d'environ 5 minutes par demande de temps. Ceci prend P x 5 min au total, donc une session d'édition qui dure 5h environ pour P=60.

Au mieux, l'édition de groupe ne change rien à un rapport initialement bien écrit par un astronome bien rôdé et poli, offrant peu de suggestions d'amélioration. Au pire, l'édition de groupe devra tout réécrire un texte mauvais en y ajoutant moultes suggestions des autres membres (voir APPENDIX).

What are the advantages of GE ?

Some of them are: a) If you type at the meeting place, you are bound to have very little memory loss. b) Also, you can immediately query the knowledgeable member sitting next to you for a lost detail. c) Group editing ensures some form of qualitative "homogeneity" and quantitative "equality": same overall fairness and same overall topics covered. d) Once the GE is done at the meeting, all members have finished their work for that semester. e) The Technical Secretary can send these feedbacks to the PIs the next day. f) The Chair alone may be too busy at times to rewrite average initial feedbacks.

What are the advantages of SE ?

Some are: a') Copious notes from the meeting can help off-site work. b') Emailing other members could be counted on to retrieve obscure details. c') Frankness is a virtue, not a vice. d') We have to protect our hectic life back at home; this feedback work can be split in parts to be done at home ! e') Hurrying is no good; the PIs can wait a reasonable time. f') The initial feedback is likely already very good. Why use the time of N editors ?

Preliminary evaluation (2002-2004)

Group editing was advertised in the December 2002 Cassiopeia issue: "The proposal feedback process was streamlined by extending our meeting by one day to compose the CTAG feedback comments and to permit the review of all comments by the entire committee. [...] We will continue the "Courteau Model" at least for the time being to permit a full assessment of this method." (Ernie Seaquist). The introduction and maintenance of group editing did not bring in written compliments or comments.

Since 2002 October, JCMT CTAG is operating with the GE model, so feedbacks were sent out for semesters 2003a, 2003b, 2004a, 2004b, totalling 134 JCMT reports. Meanwhile, CTAC operated the SE model, and sent a total of 105 CFHT and 153 Gemini reports. There was no significant difference in the level of user complaints (quality and quantity) per telescope.

Summarising over 2.5 years, the introduction of group editing has led to no significant positive response (compliments) nor negative reaction (complaints). 'No news is good news' could be the XXIth Century way to bestow a good rating on an improvement in management, done smoothly and efficiently!

Evaluation préliminaire (2002-2004)

L'édition de groupe fut annoncée déjà dans Cassiopeia en déc. 2002: "Le processus de réponses aux demandes fut renforci en ajoutant une journée de plus pour composer et permettre une édition de groupe. [...] Nous continuerons le modèle Courteau pour quelque temps pour s'assurer d'une bonne évaluation de ce modèle." (Ernie Seaquist). Cette annonce et son application n'ont pas apporté des compliments ou des commentaires écrits.

Depuis oct. 2002, le TAC canadien pour le TJCM emploie le GE, de sorte que 124 rapports furent envoyés à date (semestres 2003a, 2003b, 2004a, 2004b). Par contre, utilisant le SE, le TAC canadien pour le TCFH a envoyé un total de 105 rapports et pour Gémini un total de 153 rapports aux PI. Il n'y a pas eu de différence significative dans le niveau des plaintes (qualité et quantité) par télescope.

En résumé ces 2.5 années, l'introduction de l'édition de groupe n'a pas amené de réponse positive significative (compliments) ni de réactions négatives (plaintes). 'Pas de nouvelle, c'est une bonne nouvelle' pourrait devenir au 21e siècle la manière d'octroyer une bonne cote sur une amélioration en gérance, faite harmonieusement et avec efficacité!

CTAG was so sympathetic to the goals of this proposal that it simply could not fathom 
why the energetic, go-getter team of 8 competent applicants had not already utilized the JCMT 
archive data for 9 of their 17 target sources to show how well their science goals could 
be met by the observations which were proposed for Semester 04B.

CTAG suggests that the applicants get on with this work and with the IRAM observations.

It looks forward to a revised proposal containing some of the anticipated results to help it approve 
observations of the as-yet-undone 8 sources in the applicants' sample during a future semester.
This proposal was ranked in the lower half of the 3rd quartile.
