NRC President Dr.Arthur Carty presented the public policy address at the Seattle meeting of the American Astronomical Society on January 6. At the well-attended meeting, he encouraged a collaborative world plan for astronomy.	Le Président du CNRC, Dr.Arthur Carty, a présenté un discours de politique publique à l'assemblée générale de l'American Astronomical Society à Seattle le 6 janvier. Il a encouragé son grand auditoire à collaborer à un plan mondial en astronomie.
On 3 February, Greg Fahlman started work as HIA's new Director General. In an NRC press release, Dr. Arthur Carty emphasized that the new DG brings a wealth of research and scientific management experience to NRC-HIA, and a strong appreciation for the international nature of astronomy and the benefits of collaboration. Greg replaces Jim Hesser, Acting Director General since 1 February 2002.	Le 3 février, Greg Fahlman a débuté son travail en tant que Directeur Général de l'IHA. Early January, NRC President Dr. Arthur Carty signed a Memorandum of Understanding with Okanagan University College, Industry Canada, and Vitesse (Re-skilling) Canada Inc. to broaded and enhance educational, re-skilling, and advanced research opportunities in the Okanagan. The concept to establish a radio-engineering cluster will be advanced through the support of regional innovation activities, made possible by key players including the HIA's DRAO at White Lake, and those mentioned above.	Début janvier, le Président du CNRC, Dr. Arthur Carty, a signé un Mémorandum d'entente avec le Okanagan University College, Industrie Canada, et Vitesse (Re-skilling) Canada Inc. pour accroître les opportunités éducatives, de changements de travail, et de recherche avancée dans l'Okanagan. In mid-January, NRC issued a Press Release to highlight the discovery of three previously unknown moons of Neptune, by HIA's J.J. Kavelaars and others. Dr. Arthur Carty noted that "They are exemplary of the international efforts that underpin so many advances in modern astronomy."	En mi-janvier, le CNRC a sorti un Communiqué de presse pour saluer la découverte de trois nouvelles lunes de Neptune, par J.J. Kavelaars de l'IHA et par d'autres collaborateurs. On 19 February, Ken Tapping received an NRC outstanding achievement award from Dr. Arthur Carty, for his decade of informative, accessible weekly columns on astronomy (he has not missed a week in 10 years!). Early 2003, the Canadian Patent Office has issued a patent to HIA's James Stilburn for a "Wide-band Two-layer Anti-reflection Coating for Optical Surfaces". The US Patent Office had earlier issued a similar patent to Jim. This coating has been applied to several lenses at astronomical observatories in Arizona, Hawaii, and Chile.	Début 2003, le Bureau des Brevets du Canada a émis une licence à James Stilburn de l'IHA pour un "recouvreur anti-réflection à deux couches et à grande largeur de bande pour des surfaces optiques". Auparavant, Jim avait déjà reçu une licence similaire du Patent Office des E.-U. On 18-19 January, HIA's Gemini Multi-Object Spectrograph-South team celebrated 'First light' commissioning. Instrumentation Team Leader Rick Murowinski emphasized the advantages of building two such instruments. On 25 February, in Washington, DC, Lorne Avery (Canadian ALMA Project Manager), Jim Hesser (Canadian ALMA Board member), and Christine Wilson (Canadian ALMA Project Scientist and Chair of the ALMA International Science Advisory Committee), witnessed the signing of the ALMA Bi-Lateral Agreement between Europe and North-America by ESO's DG Catherine Cesarsky. This agreement had earlier been signed by the US NSF Director Rita Colwell. Early March, the new Canadian Time Allocation web pages for overseas telescopes arrived in time for the proposal season 2003-B. Compliant with the new Treasury Board's Common Look and Feel regulations, they are a great place to find proposal deadlines, CTAC/CTAG reports in Cassiopeia, etc. Also, there is a new Union of Radio Science International web page, for the Canadian National Committee which overseas promotion and meetings of radio science in Canada - this includes the science of Radio astronomy. Both web sites are hosted by HIA, created and maintained by Jacques Vallée.	Début mars, les nouvelles pages web pour l'Allocation du Temps Canadien, pour les télescopes d'outremer, sont apparues à temps pour la saison des demandes de temps 2003-B. Répondant aux nouvelles règles du Conseil du Trésor (Uniformité de la présentation et de l'exploitation), elles informent sur les échéanciers, les rapports du CATC/GATC dans Cassiopeia, etc. Aussi, les nouvelles pages web de l'Union Radio Science Internationale, du Comité National Canadien, sont arrivées. Ce comité promouvoit les rencontres au Canada sur la science radio - incluant la radio-astronomie. Ces deux sites web sont supportés par l'IHA, et furent créés et sont maintenus par Jacques Vallée.
