of Canada's Herzberg Institute of Astrophysics. They have been
selected from various sources, augmented and adapted for E-Cass.

On the JCMT front, Keith Young, Tony Willis, Garey Hovey, Ron Casorso,
and Tom Burgess successfully completed the Design Review for the ACSIS
correlator in Hawaii in June 1999.

On the Gemini front, Murray Fletcher, Richard Murowinski, James
Stillburn, Kei Szeto, Dean Josephson successfully completed the
preliminary optics tests for the Gemini Multi-Object Spectrograph. All the
six lens groups plus the Dewar window of the science CCD were mounted in
the camera and collimator barrels. First light with an artificial star
through the completed optics was achieved in mid-Sept. 99, and the images
appear quite good.

James Stillburn, Kei Szeto, Dean Josephson ont complété
avec succès les test optiques préliminaires pour le
Spectrographe à Objets Multiples du Télescope Gemini. Les six
groupes de lentilles et la fenêtre Dewar du DCC scientifique furent
montés dans la caméra et les tonneaux de calibration. Avec
une étoile artificielle, la 'première image' au travers du
système optique fut obtenue à la mi-sept. 99, et les images
sont très bonnes.

In August 1999, the HIA DG Don Morton was in Ottawa to present HIA's case
in the new 're-allocation exercise', wherein 2% of each Institute's budget
is clawed back into a general pool, and all Institutes are competing for the
pooled money. HIA could count on the very favourable report from the 1998
HIA Assessment Review and on the recommendations from the 1999 Long Range
Planning Panel. The results will be announced later.

En août 1999, Don Morton, DG de l'IHA, était à Ottawa
pour présenter le dossier de l'IHA dans 'l'exercice de
ré-allocation', dans lequel 2% du budget de chaque Institut est
pris et mis en commun, et tous les Instituts peuvent compétitionner

Thanks to Stéphane Courteau, the international
workshop on "Cosmic Flows, Towards an Understanding of Large Scale Structure"
was held in July to critical acclaim. Some 100 experts from more than 10
countries vigorously debated the issues, at the Univ. of Victoria.

The CNC [Canadian National Committee] for URSI [Union Radio Science
International]
has a new member to represent Radio Astronomy in Canada. At the CNC meeting
held in August 1999 in Toronto, it was approved that Commission J (Radio
Astronomy) will be represented by David Routledge
(Univ. Alberta in Edmonton).
HIA continues as the anchoring organization in Canada for URSI CNC.

The URSI CNC worked to bring the 1999 URSI General Assembly in Toronto
in 1999, with associated meetings for all the Commissions and plenty of presentations
for Radio Astronomy.
Now, the URSI CNC is working to get the 2001 URSI International
Symposium on Electromagnetic Theory, in Victoria, BC.

HIA in Victoria is in the throes of setting up a new building to house
an NRC Visitor Center. A working group composed of
Bev Oke (Chair), Janet Currie, Eric Leblanc, Mike Storr,
Jim Hesser, John Hutchings, and Jacques Vallée is meeting weekly
to help in the birthing process. The small-scale 3-D model shows an
eye-catching semi-circular annular-shaped building, from designs by ARA,
CEI, & AldrichPears and co. When built,
the real thing is scheduled to open in the year 2000.

le Centre des Visiteurs du CNRC. Le groupe de
travail composé de Bev Oke (Chair), Janet Currie,
Eric Leblanc, Mike Storr,
Jim Hesser, John Hutchings, et Jacques Vallée se rencontre à
chaque semaine pour aider à sa conception. Le petit modèle en
3-D est attrayant avec son architecture en anneau semi-circulaire,
selon les plans faits par ARA, CEI, & AldrichPears and co.
