On the ALMA [Atacama Large Millimeter Array] front, HIA JCMT Group's Charles Cunningham
was invited by NRAO to sit on the 'Joint European-US Receiver Design Committee
for ALMA', a top-level coordinating & steering committee for ALMA receiver
development composed of 5 ESO and 5 'US' members. The first meeting was
held in Tucson in Sep. 1999, and the 2nd in Grenoble in Dec. 1999.
Canadians interested in ALMA
can now view a Canadian ALMA web page (hosted by NRC HIA).

Du côté d'ALMA [Grand Interféromètre d'Atacama],
Charles Cunningham du Groupe TJCM de l'IHA a été
invité par NRAO pour se joindre au 'Comité conjoint Europe-Etats-Unis
de conception de récepteurs pour ALMA', un comité important de coordination & direction
du développement de récepteurs composé de 5 membres de
ESO et de 5 des 'E.-U.' La 1re rencontre a eu lieu à Tucson en

The 'first public release' of the CGPS [Canadian Galactic Plane Survey] data
was heralded at the HIA - Penticton campus in Sept. 1999. This event marked
a major milestone in the 5 year CGPS project. Further public releases will be
made frequently over the next few years through the HIA-CADC.

We welcome at HIA's Victoria campus two Research Associates Liese Van Zee
who started work on dwarf galaxies, and Jon Fulbright on globular clusters,
and at HIA's Penticton campus Charles Kerton on H I and CGPS.
In addition, Bulent Uyaniker is
a UCalgary PostDoc based at HIA's Penticton campus, working on CGPS data.

In Oct. 1999 NRC has released a new poster, 'Canadian Skies', with the help of HIA's
Jim Hesser and Stéphanie Côté as well as NRC Ottawa
staff, Teach magazine, and Industry Canada. Jacques Vallée created the associated
poster bibliographic web site
related to Canadian Skies (hosted by NRC HIA).

In Dec. '99 Rod Stuart and Jean Bastien
in Penticton helped the people from Pacific Geoscience Centre and from Geodetic Survey Div.
in Ottawa in their upgrade to the GPS [Global Positioning System] facility,
our contribution to the international GPS on cm-level absolute positioning in
Canada.

NRC HIA in Penticton is providing help and access to their test
facilities to Globus Cellular in Kelowna,
to assist them in reducing the exposure of cellular telephone users
to microwave energy
radiated from these phones. In Nov. 1999, Globus had now reached the point
of offering prototype re-engineering, to bring designs into compliance
with existing medical regulations.

HIA's U-shaped 3-wing headquarters building in Victoria will see the
addition of a 4th wing which will enclose the existing courtyard.
Crews from Knappett Construction Ltd.
started digging for the new wing in Nov. 1999.
The West wing was built in 1916, the South in 1951, the East in 1988, and
the North will open in 2000.

In Oct. 1999, the 'HIA Strategic Plan 2000-2006' was approved by the NRC Council
as well as by the HIA Advisory Board.
The HIA Plan follows as closely as possible the recommendations of the NRC-NSERC
Long Range Planning Panel report for Canadian astronomy.
NRC already has several projects before our government for new funds, so
the earliest that proposals for astronomy from NRC could be funded is the fiscal
year beginning April 2001.

Le 'Plan Stratégique de l'IHA pour 2000-2006' fut approuvé
en Oct.99 par le Bureau des Directeurs du CNRC et par le Comité
Consultatif de l'IHA. Ce Plan est fidèle aux recommendations du
rapport du Panel de Planification à Long Terme (CNRC-CRSNG)
pour l'astronomie canadienne. Le CNRC a déjà soumis plusieurs
projets à notre gouvernement pour de nouveaux fonds, alors l'année
fiscale débutant avril 2001 serait le plus
tôt que les demandes du CNRC pour l'astronomie pourraient être
financées.

Ken Tapping of HIA Penticton was invited by Industry Canada to speak for Canada
on issues relating to the protection of radio astronomy, at the ITU Geneva meeting
in mid-November 1999. This is a step forward in getting protection to be taken
more seriously by national EM spectrum managers.
