The 1999-I CTAC meeting was held on the 3rd and 4th of October, 1998,
in Montreal. Present were Tim Davidge (UBC), Gilles Fontaine
(UdeM), Paul Hickson (Chair, UBC), Michael West (St.Marys's),
Ray Carlberg (UofT), David Bohlender (HIA), and the CTAC Technical
Secretary Jacques Vallée (HIA). The relatively early date was
chosen to match as closely as possible the meeting dates for the
French TAC (CFGT).

La réunion 99-I du Comité d'Allocation de Temps Canadien (CATC) pour le TCFH
fut tenue à Montréal les 3-4 Oct. 1998. Les membres étaient Tim Davidge (UBC),
Gilles Fontaine (UdeM), Paul Hickson (UBC, Président), Michael West (St.Mary's),
Ray Carlberg (UofT), David Bohlender (HIA), et le Secrétaire technique Jacques
Vallée. La date de la réunion correspondait avec celle du comité francais CFGT.

For 99-I, 46 Canadian CFHT proposals were received, including three
joint proposals with France. One of these joint proposals was also a
"large" proposal, requesting more than 20 nights. All proposals were
submitted electronically. A total of 144.8 nights were requested,
comprised of 109 nights of dark time (within 7 days of new moon) and
35.8 nights of bright time. Pressure on dark time was particularly
severe this semester in part due to difficulties caused by the ra
gearbox failure and delay of the CFHT 12K camera. The oversubscription
factor (the ratio of requested/available time) for Canadian proposals
was 2.24 overall, 2.91 for dark time and 1.32 for bright time.

avec la France. Une de ces 3 demandes conjointes était "grande", demandant plus
de 20 nuits. Toutes les demandes furent soumises électroniquement. Un total de
144.8 nuits furent demandées, dont 109 nuits noires (+- 7 jours de la nouvelle
lune) et 35.8 nuits claires. La demande pour nuit noires en 99-I était grande,
due en partie aux difficultés causées par l'arrêt de la boite d'engrenage et
et le délai de la caméra 12K TCFH. Le rapport temps demandé/disponible pour le
Canada était de 2.24, soit 2.91 pour nuits noires, et 1.32 pour nuits claires.

Five referee reports were requested for the large proposal, and two
referee reports were requested for each of the other proposals.
Both national and international reviews were sought and received.
The referee response rate was excellent (93% returned reports) even
though the time pressure was great. As in the past, CTAC ranked the
proposals according to scientific merit and technical feasibility,
as presented in the proposals.

On a demandé 5 rapports d'arbitre externe pour les grandes demandes, et 2 pour
les autres. La réponse des arbitres nationaux et internationaux fut excellente
(93% des rapports demandés furent recus) en dépit de la pression. Comme par le
passé, le CATC a ordonné les demandes selon leur mérite scientifique et leur
faisabilité technique.

In response to a recommendation by the CFHT SAC, a new procedure was
adopted to coordinate the evaluation of joint proposals. For each
of the joint proposals, a CTAC subcommittee of three was appointed
to consider the proposal in detail and discuss it with CFGT. Reports
from each of the subcommittee members, the external reviews, and
the preliminary CTAC ranking of all proposals were made available
to CFGT a week before the CTAC and CFGT meetings. Similarly, we
received CFGT's internal reviews for the joint proposals. There
followed a email discussion with CFGT members which was very
successful at clarifying many of the issues. For two of the proposals
the two committees were in complete agreement. For the third, the
assessments were generally similar, but differing boundary conditions
made the proposal stronger from CFGT's perspective.

En réponse à une recommendation du CAS du TCFH, une nouvelle procédure fut
adoptée pour coordonner les demandes conjointes. Pour chaque demande conjointe,
un sous-comité de 3 personnes du CATC a évalué la demande en détail et discuté
avec le CFGT. Les rapports de chacun des membres du sous-comité, les rapports
des arbitres externes, et l'ordre du mérite préliminaire furent mis à la
disposition du CFGT une semaine avant les réunions du CATC et CFGT. De même,
on a recu les rapports internes du CFGT pour ces demandes. Ensuite, une
discussion par courriel entre CATC et CFGT réussit à clarifier maints points.
Pour 2 des 3 demandes conjointes, il y a eu accord complet des 2 comités. Pour
la 3e demande, les évaluations étaient similaires, mais les perspectives de
départ différentes rendirent la demande plus intéressante pour le CFGT.

All CTAC reports and all referee reports (name withheld) were sent
by email to the PIs of the 46 proposals on October 29, 1998. 21
proposals have been scheduled this
semester, including two joint
proposals.
